The Scottish Housing Regulator has published a briefing on the potential implications for the regulation of social landlords in Scotland from the Grenfell Tower Inquiry Phase 2 Report and the English Social Housing (Regulation) Act 2023.
Recommended Practice on Integrated Asset Management
This recommended practice is advisory guidance and aims to support social landlords to review and develop their approach to integrated asset management, so that assets – tenants’ homes – are sustainable and remain fit for purpose in the short, medium and long term.
In this way landlords will protect the interests of current and future tenants and develop an integrated approach to asset management within the organisation.
It is for each landlord to decide its approach to asset management. As this recommended practice is advisory guidance, landlords are not required to follow it, but they should consider applying its recommendations whether in full, in part or not at all. It refers to existing statutory and regulatory requirements and does not introduce any new duties for social landlords.
Lessons from Statutory Intervention
Most social landlords in Scotland are well-run and deliver good quality homes and services for their tenants and other service users. But things can go wrong that put the interests of tenants and service users at risk, and this is when SHR use their statutory intervention powers. In this report, SHR set out the lessons from their statutory interventions. These includes things that they have learned as well as the things registered social landlord (RSLs) can learn from.
Conducting Reviews of Compliance with the Regulatory Standards of Governance and Financial Management Lessons Learned - Advisory Guidance
This document has been produced to assist Registered Social Landlords (RSLs) in carrying out reviews of compliance with the Standards of Governance and Financial Management, particularly when these are undertaken as preparation for submission of Annual Assurance Statements.
SHR commissioned Paul Rydquist, an experienced Statutory Manager, to produce this as an illustration of an effective way to carry out a review of compliance with Regulatory Standards. Its main purpose is to highlight the lessons that both the author and SHR have learned from such reviews with which we have had direct involvement, and to provide more information about how to carry out a successful review process.

Scottish Social Housing Charter - Technical Guidance for Landlords (July 2025)
Landlords must provide accurate information on the Charter indicators and contextual indicators to us through their Annual Return on the Charter (ARC).
The ARC should contain information based on the year up to the end of March 31st of the year of submission.
This guidance aims to help landlords with their submission. The first return that landlords will make based on this guidance will be April 2025 to March 2026.
This guidance may not cover every scenario that a landlord may encounter when collating information for the ARC. W
Complaints & Serious Concerns
This factsheet is for social landlords. It explains what SHR do when a tenant (or tenant representative) approaches them with a serious concern about their landlord.
SHR have published a separate factsheet for tenants and tenant groups about reporting a serious concern. This also explains the appropriate route for individual complaints.
SHR require all landlords to display and make copies of their tenant factsheet available in their offices, on their website and to give a copy to all groups representing tenants’ interests, including any registered tenant organisations.
